Good morning. My name is Elizabeth Smart.
I am the Airport Safety Management System Coordinator
at St. Louis Lambert International Airport.
I'm going to speak on SMS: A Road Map for Success.

Kathy Fox, Appointed Chair of the Transportation Safety Board of Canada, said it best.
SMS is about helping companies find trouble before trouble finds them.

Implementing a Safety Management System or SMS at your airport means,
at minimum, changing processes and at a maximum,
changing mindsets, organizational norms, and culture.
This much change can be overwhelming,
with management finding it hard to implement and
rank and file employees finding it hard to accept.
However, this formalized approach to safety
can assist airport executives and their managers
to recognize the early warning signs of
hazardous situations that might otherwise be overlooked.

Ms. Fox found that a properly implemented SMS will amplify the weak signals,
encouraging managers to take corrective action before an accident occurs.

Safety Management System was born out of
the Federal Aviation Administration's work to make
US aviation safety regulations consistent with
the International Civil Aviation Organization's standards and recommended practices.

The Federal Aviation Administration or
FAA defines Safety Management System or SMS as a formal,
top-down business approach to managing safety risk,
which includes a systematic approach to managing safety,
including the necessary organizational structures,
accountabilities, policies, and procedures.
