Abstract
The emergency deployment of military and policing personnel to Timor-Leste in May 2006 provides a number of lessons that can help guide agency responses to an emergency. This paper focuses on the role of the Australian Federal Police during this period and the way in which communications supported the operational response. This experience has shown that communications provide the foundation for all command, control and coordination efforts within and across response agencies. Based on this experience, it is recommended that agencies review their existing investment in communications and develop a communications plan for all emergency responses.

Author's Biography
Ged Griffin is an Inspector for Victoria Police with approximately 25 years of policing experience. He is currently attached to the Business Information Technology Services Department. During his career he has performed duties in general operations, marine policing, criminal investigations, intelligence and counter terrorism operations. He has also performed a wide range of roles in East Timor including roles at the Serious Crimes Unit investigating crimes against humanity and developing the capacity of local personnel to carry on these investigations. He was the Contingent Commander for Victoria Police personnel deployed to East Timor during the 2006 emergency Australian Defence Force/Australian Federal Police (ADF/AFP) deployment. More recently he has worked as a Liaison Officer assisting the former Victorian Premier Hon. Mr Steve Bracks and his work in East Timor assisting Xanana Guasmao and the new government of East Timor. Ged holds a master of arts (police practice), a master of professional education and training, a graduate certificate in police management and a graduade certificate in criminal intelligence.
