Abstract
The British Standards Institute has formed a Crisis Management Steering Group, sponsored by the UK Cabinet Office through its education arm, the Emergency Planning College. Although BS25999 includes a distinct description of incident management, in places, the standard appears to use the terms ‘incident management team’ and ‘crisis management team’ almost interchangeably. This is not entirely surprising, given that the previous Crisis Management Working Group set up in 2005 was part of the then Publicly Available Specification 56, which ultimately led to BS25999. The Cabinet Office is working on a formula to distinguish incident management from crisis management as discrete activities. Broadly speaking, it is expected that the term ‘incident management’ will be applied to the very wide range of events that seldom (but still could) develop into crises, and that ‘crisis management’ will apply in the event of an actual crisis.

Peter Power has been Managing Director of Visor Consultants London since 1995 and has become one of the most requested public speakers on crisis management, appearing on television and radio in the UK and elsewhere. His research on crisis decision making is quoted in the UK Government (Cabinet Office) ‘Guide on Integrated Emergency Management’, and he has written about crisis management for the UK Government and the British Bankers Association. He is a founder member of the UK judging panel for Business Continuity Awards and sits on the British Standards Institute Working Party on Crisis Management. He is also a member of the UK Security Review Commission’s resilience subgroup. Peter is the primary author/promulgator of the UK Police Force’s Gold, Silver & Bronze command methodology and is a Fellow of the Chartered Management Institute, Emergency Planning Society, Business Continuity Institute and Institute of Risk Management. He is also a member of the Guild of Freemen of the City of London.
