Abstract
This paper describes the regeneration of Gloucester during the period 2004–20. The regeneration efforts adopted by Gloucester City Council used heritage-led regeneration and involved the local community.

Author's Biography
Paul James was Leader of Gloucester City Council from 2007–19 and held the regeneration portfolio for the city for 16 years from 2004–20. He served for a total of 24 consecutive years as a city councillor. During Paul’s time leading the council, over £1bn of investment was attracted into Gloucester to contribute towards its regeneration. He also led the city through the floods of 2007 and brought the Rugby World Cup to Gloucester in 2015. Paul has written a number of books about Gloucester and the surrounding area, including Believing in Gloucester – The inside story of a city’s regeneration. He is a member of the Institute of Place Management.
