Abstract
As rapid inflation, continuing supply chain disruptions and the war in Ukraine impact petroleum prices worldwide, fuel supply disruptions have become an increasing concern. This paper describes Washington State’s geographical, political and organisational context as it influences fuel disruption planning, as well as the history and philosophy of Washington’s fuel-planning programme. Finally, the paper discusses planning best practices and gives some examples of their real-world use.

Author's Biography
Elizabeth ‘Eli’ King CEM, is Director of the Energy Resilience & Emergency Management Office under the Washington State Department of Commerce, where she oversees the programmes related to energy emergency planning, including petroleum, electricity and natural gas. King leads energy policy in the state and facilitates coordination between private industry partners and all levels of the government including the Governor’s Office and the Joint Legislative Committee on Energy Supply and Conservation. An internationally Certified Emergency Manager, she also serves as President of the International Association of Emergency Managers in FEMA Region 10, which spans Idaho, Oregon, Washington and Alaska.
Johanna Hanson is the Operations Manager of the Energy Resilience & Emergency Management Office. Hanson manages the State Fuel Action Plan and Local Jurisdiction plans. During emergencies, she leads Emergency Support Function #12-Energy (ESF-12), coordinating the state’s response to energy supply disruptions. She holds an MA in emergency management from California State University.
