Abstract
Given the numerous active shooter and hostile events (ASHE) happening each year, it is important for fire and emergency medical service (EMS) agencies to share the lessons learned from such events. This paper discusses the elements needed for an effective fire and EMS response, beginning with the unified command/collaboration approach with law enforcement that allows for the proper management of such events. The article further defines the command and control elements, as well as the proper staffing and actions needed from fire and EMS to remove, triage, treat and transport victims effectively.

Author's Biography
Randall W. Hanifen is an Assistant Chief of Operations for West Chester (OH) Fire, an associate professor at the American Public University’s Emergency Management Program, and chief executive of a national fire service consulting company. Randall is also Executive Director of a regional special operations team, President of the Institution of Fire Engineers-USA Branch and Chair of the International Association of Fire Chiefs Company Officers Section. Randall is a Fellow with the Institution of Fire Engineers (IFE), a Member of NFPA 1021 and NFPA 1026, and is credentialed as a Chief Fire Officer by the Center for Public Safety Excellence. He is the associate author of the textbook ‘Disaster Planning and Control’. Randall has provided presentations to the Ohio Fire Chief’s Association, Fire Rescue International, Emergency Management Institute, IFE Caribbean and South America Branch, Firehouse Expo, and is a contract instructor for the National Fire Academy, teaching courses in Executive Fire Officer Program. He has a BS in fire administration, an MS in fire service executive leadership and a PhD in executive management of homeland security.
