Abstract
This paper discusses how a cyber attack can impact on local government. It walks through the 2020 cyber attack on Hall County, GA and how the County responded. Emphasis is placed on how the local emergency management agency was utilised and designated the lead agency to coordinate the response. The paper explains both why and how emergency management should be involved in the response to such attacks. Finally, the paper reviews the lessons learned and changes made as a result of the attack.

Author's Biography
Casey Ramsey is the Director of Emergency Management & Homeland Security for Hall County, GA. He has served in local government for over 20 years in areas such as fire services, healthcare and emergency management. He is a member of the Georgia Type III Incident Management Team and serves as an Operations Section Chief, Division/Group Supervisor, Communications Leader and Communications Technician. He is also a member of the Emergency Management Association of Georgia, International Association of Emergency Managers and Association of Public Safety Communications Officials. Casey is a National Registered Paramedic and a Georgia Advanced Certified Emergency Manager.
