Abstract
Traffic congestion is one of the major problems that contemporary cities need to address. Decision makers in cities, interested in finding appropriate strategic solutions to a very complex problem, are faced with an ever greater headache each year. The solutions available should not cost billions of dollars or lead to the construction of bridges or tunnels that move the problem from one place to another, thereby creating new bottlenecks. Individuals who drive in these congested areas often sit for long periods in traffic, and this leads to physical and emotional stress as well as decreased performance and productivity. This study constructed a mathematical model that illustrates the relationship between traffic congestion and the distribution of land use in the city of Al-Kut, demonstrating that land use planning can have a significant impact on congestion levels in the near and long term.

Author's Biography
Ihsan Abbas Jasim has practised urban planning and urban design for over 25 years in government institutions and in academia. His research focuses on land use and transportation and he has published 25 papers in local journals.
Thaer Sh. Mahmood is a full professor. He holds a PhD in urban and regional planning and works as a lecturer at the University of Anbar, Iraq. He is also the director of the Center for Strategic Studies.
Sohaib K. Al-Mamoori Sohaib Kareem Al-Mamoori is a civil and geotechnical engineer. He holds a PhD in geotechnical engineering from the Lebanese University. He has worked as an engineer and project manager for a diverse range of projects. Since 2015 he has also been a lecturer in the Faculty of Physical Planning at the University of Kufa.
Laheab A. Al-Maliki Laheab A. Jasem Al-Maliki is a researcher, academic and civil engineer specialising in water resources. She gained her Master’s Degree in 2013. She has published several scientific papers in journals, presented at conferences and seminars in the field of civil engineering. She is currently employed as a lecturer at the University of Al-Qasim Green, Babylon, Iraq.
