Abstract
This paper describes the types of emergency and disaster events that could potentially impact the healthcare system and the need for healthcare executives to be knowledgeable and able to respond to emergencies quickly and appropriately. It discusses the barriers to the engagement of hospital and healthcare senior executive teams in emergency preparedness activities and proposes a pragmatic approach for the engagement of healthcare executive teams. Drawing on the experience of hospitals in California’s Central Valley, the article hypothesises that a full implementation of this programme would have supported hospital executive teams to provide a more effective and efficient response to the management of COVID-19.

Author's Biography
David Matear was the Incident Commander and Senior Operating Director, Northern Lights Regional Health Centre and Fort McMurray Area for Alberta Health Services during the Fort McMurray Wildfires. David’s global healthcare leadership and clinical experience includes hospitals in Scotland and England. He has also served as an officer in the Royal Navy and Assistant Dean for Clinical Affairs at the University of Toronto’s Faculty of Dentistry, and spent ten years in Abu Dhabi working to commission a centre of excellence for dentistry and develop the framework and standards for its healthcare system.
Rejeanna Hunter is the Director of Quality & Safety at Memorial Medical Center. As part of the facility’s COVID-19 response, her responsibilities include interfacing with state and federal regulatory authorities for waiver requests, oversight for infection control activities and mitigation strategies, oversight for patient safety, and oversight of emergency medical staff privileging for potential provider cross-appointments.
