The City Development Company model: The implications for economic development

Abstract

The paper presents a description, analysis and critique of the City Development Company (CDC). It starts with the origins of the model in the 'rediscovery' of the city as an engine of regional and national growth. The paper goes on to identify the lineage of the CDC as a form of special purpose vehicle and its emergence as a policy idea. It describes the key characteristics of CDCs and seeks to identify the emerging principles of a 'new' economic development which underpins CDCs. The paper concludes by considering what needs to happen now.
