Abstract
Strategic projects in large healthcare organisations are often highly complex and dynamic, and they require a team of skilled business professionals to execute them. Examples of difficult, costly and extended project executions have been shared in the literature. Successful project execution involves many critical facets. One facet that continues to be of marked interest is effective resourcing of strategic projects. This paper focuses on describing a staffing approach used at Mayo Clinic (Rochester, Minnesota) to facilitate successful, agile and sustainable execution, with desired outcomes. In 2016, Management Engineering & Consulting (ME&C) began exploring a collaborative staffing model that partnered management engineers with project managers (PMs) to drive strategic, multisite projects. This ongoing collaboration model was evaluated from multiple perspectives, including project outcomes, timeliness, client and staff satisfaction and opportunities for innovation. Data and feedback on the model were collected with historical reports, surveys and focus groups with stakeholders, leaders, PMs and management engineers. The feedback and data indicated that the collaborative staffing strategy and model have further optimised service delivery, enabled professional staff to work at the highest level of their competency and dynamically blended knowledge, expertise and skills to achieve better and more sustainable overall project outcomes.

Author's Biography
Janine R. Kamath is the Chair of ME&IC at Mayo Clinic. The strategic consulting and management engineering resources in ME&IC are responsible for systems analysis, design and implementation; re-engineering of core processes; and enabling business strategy, project management and business transformation initiatives. ME&IC provides business consulting and management engineering services to several areas at Mayo Clinic: clinical practice, research, education, administration and business development. Before joining Mayo, Janine was a manager at two large pharmaceutical companies. At Mayo, she has supported and led multiple initiatives related to Mayo’s electronic environment; facilities reintegration; operations optimisation; systems re-engineering; care model redesign; business development; and quality, safety and service programme. Janine is the president of the Association of Internal Management Consultants (AIMC) and a member of the INFORMS Roundtable. She was a course director for the Mayo Clinic Conference on Systems Engineering and Operations Research. Janine has presented at national and international conferences and educational programmes. She has had articles published in peer-reviewed journals and has authored book chapters and a book on the legacy of management engineering and consulting at Mayo Clinic. Janine actively participates in several professional organisations and has received multiple awards and professional commendations.
Jason E. Barclay M.H.A., PMP, is a senior project manager in the Department of Management Engineering and Internal Consulting (ME&IC) at Mayo Clinic. He is responsible for planning and executing institutional strategic and priority projects and has more than 15 years of experience in healthcare and retail information technology. He served as the Enterprise and Rochester Project Manager for change management readiness activities on one of Mayo Clinic’s largest initiatives to implement a single-system electronic health record. Jason holds a bachelor’s of science in management information systems and a master’s of arts in healthcare administration. He is a certified Prosci change management practitioner and a project management professional from Project Management Institute (PMI).
Lydia A. Baude is a Senior Project Manager in the Department of Management Engineering & Consulting (ME&C) at Mayo Clinic. She is responsible for planning and executing institutional strategic and priority projects and has 16 years of experience in healthcare and IT. She has a Bachelor of Science in Business & Industry Education and Rhetoric, with a Communications emphasis, and a Master of Arts in Healthcare Administration. She is the recipient of the Mayo Clinic Mae Barry Award for Service Excellence and the Mayo Clinic Individual Award for Service Excellence. She is certified by the Project Management Institute as a Project Management Professional.
Jeffrey R. Ehman is a Senior Health Systems Engineer in the Department of Management Engineering & Consulting (ME&C) at Mayo Clinic. He has more than 8 years of experience in process improvement and quality and 6 years of leadership experience. Jeff works as a strategic partner with the Departments of Cardiovascular Medicine and Cardiovascular Surgery to assist in strategic planning and project execution. Before he joined Mayo, Jeff worked in roles of increasing responsibility from quality engineer to superintendent of second-shift operations at a large manufacturing plant. Jeff has a Bachelor’s and Master’s degree in Industrial & Systems Engineering from the University of Wisconsin, Madison, Wisconsin.
David M. O’Brien is a Senior Health Systems Engineer in the Department of Management Engineering & Consulting (ME&C) at Mayo Clinic. He has 4 years’ experience in leading clinical teams in developing telehealth solutions and direct-to-consumer health-care products and services, and he provides business and strategic consulting assistance to durable medical equipment providers. Before joining ME&C, David was a Laboratory Technologist Resource Coordinator at Mayo Clinic Laboratories, providing laboratory testing support and on-site workflow design and consulting services to over 70 referral laboratory clients. He has a Master’s degree in Business Administration from St. Thomas University, St. Paul, Minnesota.
Bradley E. Williams is a Senior Project Manager in the Department of Management Engineering & Consulting (ME&C) at Mayo Clinic. He has more than 10 years of experience leading complex process and quality improvement initiatives. In addition to his Project Management Professional and Agile certifications, he has a Master’s degree in Business Administration from the University of Wisconsin, La Crosse, Wisconsin.
Munawwar A. Khan is a Senior Principal Health Systems Engineer in the Department of Management Engineering & Consulting (ME&C) at Mayo Clinic. He has been at Mayo Clinic for more than 18 years. He started in the Department of Finance as a Revenue Analyst and supported various revenue cycle functions for 3 years before joining ME&C. Most of his projects have been in Health Information Technology and Business Consulting and Strategy, focusing primarily on design, planning, implementation and optimisation of the electronic health record and other clinical applications. Muna served as a voting member of the Electronic Health Record and Revenue Cycle Management Selection Committee. He was actively involved in developing business plans for Mayo Clinic’s Office of Information and Knowledge Management and also served as an inaugural member of Mayo Clinic Rochester’s Clinical Decision Support Committee. Muna currently serves as President of the Health Information Management Systems Society, Minnesota Chapter, where he previously served as the Director of Sponsorship and Director of Programs. He has an MBA in Strategic Management from the Carlson School of Management, University of Minnesota, and an MPH from Emory University, Atlanta, Georgia.
Nicole K. Hanf is a Senior Health Systems Engineer in the Department of Management Engineering & Consulting (ME&C) at Mayo Clinic. She is responsible for facilitating and analysing institutional strategic and priority projects. She has 17 years of experience in healthcare and information technology (IT), more than 8 years of experience in process improvement and quality and 6 years of leadership experience. She has 4 years of experience in leading laboratory, research and clinical teams in developing electronic health record solutions and providing business and strategic consulting assistance to strategic partners and providers. Before joining ME&C, Nicole was a business analyst, providing IT support and on-site workflow design and consulting services to Mayo Clinic research scientists. Nicole also provided laboratory test development support, workflow design and IT consulting services to over 50 internal laboratories in her role as a Senior Application Specialist in the Department of Laboratory Medicine and Pathology for 4 years. Nicole has a Bachelor’s degree in Business Administration from Winona State University and a Master of Arts in Health and Human Services from Saint Mary’s University (Minneapolis, Minnesota).
