Abstract
Using the example of a large exercise programme developed by the government of Canada in preparation for several large special events in 2010, this article provides an argument as well as recommended practical strategies for incorporating a realistic simulated public response to an emergency event, to be utilised by both government organisations and the private sector.

Author's Biography
Ian Becking is the Director of Operations for Calian Emergency Management. He has led numerous all-hazards exercises and experiments examining emergency information management and technology for both Calian and International Safety Research. He also has 17 years of emergency management experience with the government of Canada, and served in the Canadian Army from 1983 to 2013.
Lindsey Kirby-Mcgregor is a programme advisor for the Calian Emergency Management. She develops, delivers, facilitates and evaluates programmes for indigenous students and community members. She has been responsible for developing innovative emergency management planning strategies that align with the changing needs of stakeholders, including indigenous communities. She has a bachelor’s degree in social work, specialising in indigenous social work, and a master of education degree. She is currently pursuing a second master of education degree focusing on programme evaluation.
