Abstract
This paper uses Endsley’s three-level model of situational awareness to analyse the challenges faced by the Federal Emergency Management Agency (FEMA) when coordinating the relief efforts in Puerto Rico after Hurricane Maria made landfall. Most obviously, obtaining data about the impacted area was highly challenging, making it much harder to comprehend the magnitude of the event. In turn, this made it difficult to know where to focus recovery efforts as the event unfolded. The situation was further exacerbated by Puerto Rico’s remote location with respect to the US mainland, and the fact that FEMA was not logistically prepared for Hurricanes Harvey, Irma and Maria to spread its resources so thin. The paper concludes that for US disaster responses to be successful, all levels of government and the private sector should pool resources in a complementary manner in order to streamline supply chain and inventory management practices.

Author's Biography
Michael Naor is a lecturer at the Hebrew University of Jerusalem and a visiting associate professor at George Washington University. He received a PhD in business administration (operations and management science) from the University of Minnesota. He received his BSc in engineering from the Technion, and his MBA from the Graduate School of Business Administration, Tel Aviv University. His teaching and research interests focus on global operations management, operations strategy, national culture and quality management. He has served on the faculty at George Mason University, Wake Forest University, Georgetown University, George Washington University and, most recently, the Hebrew University of Jerusalem.
Efraim Laor is an expert in the various stages of disaster management, including prevention, preparedness, mitigation, response, reconstruction and rehabilitation. He has played key roles in numerous humanitarian relief missions worldwide. Within Israel, Dr Laor is Chairman of both the National Steering Committee for Disaster Reduction and the National Inter-ministerial Committee for Earthquake Preparedness. He is also a member of United Nations Disaster Assessment and Coordination (UNDAC).
