Abstract
This paper presents and analyses survey findings gathered from New York City metropolitan area business continuity and emergency management professionals regarding the flow of security and emergency preparedness information between government and businesses. It finds that NYC metropolitan area businesses want information from government to inform their activities before, during and after a crisis. Existing efforts notwithstanding, businesses believe that the information they currently receive from government is insufficient, too general and not actionable. The survey also indicates that businesses lack the formal rules and processes to evaluate and distribute emergency information received from government. The paper recommends that government agencies allocate resources to broaden their existing information outreach to the business sector, increasing both the ‘volume’ as well as the ‘quality’ of information, emphasising content that is specific, actionable and relevant to activities before, during and after a crisis. It also calls for the government to promote additional research to define information needs within the private sector; to identify and share best practice regarding existing information programmes; and to fund and support information- sharing programmes on a state-wide, regional and major metropolitan area basis. Finally, the paper recommends that businesses should improve their internal capabilities to evaluate and distribute security and preparedness information received from government.

Author's Biography
William G. Raisch is the founding Director of the International Center for Enterprise Preparedness. His work focuses on the development of actionable strategies and policies through active engagement of key stakeholders and a holistic approach to risk management and resilience. Mr Raisch has nearly 30 years of experience in the private sector, spanning roles in both private and public corporations. He is actively engaged with the international business community as well as elements of various national governments and NGOs globally. He served as the private sector preparedness adviser to the US Federal 9-11 Commission and assisted in developing the Commission’s recommendations on private sector emergency preparedness. Mr Raisch received his BA (government and economics) and MBA from Cornell University.
Margaret Della is the Project Associate for New York University’s International Center for Enterprise Preparedness. Since January 2006, she has provided research, outreach and administrative support to the Center’s Director and Associate Director. Previously, Ms Della served as a legislative aide to US Senator Russ Feingold. Responsibilities included advising on foreign policy, evaluating and drafting legislation, and drafting statements for the Congressional Record. Additionally, Ms Della served as primary point person for in-state groups and constituents on foreign policy. She received her BA in international relations and Spanish from the University of Wisconsin-Madison, and is now pursuing her master’s degree in public service in public and nonprofit administration and management, with an international specialisation at NYU’s Robert F. Wagner Graduate School.
Matt Statler is InterCEP’s Associate Director and his responsibilities include conducting research and coordinating special projects to generate findings and recommendations for strategic action. Previously, Matt served as Director of Research at the Imagination Lab, a Swiss nonprofit foundation. Matt’s educational background includes bachelor’s degrees in philosophy and Spanish literature from the University of Missouri, Columbia. He spent one year at the University of Heidelberg as a Fulbright Scholar, and then obtained a PhD in philosophy from Vanderbilt University. His organisational research has appeared in journals such as Long Range Planning, The International Journal of Management Concepts and Philosophy, and International Studies in Management and Organization, and his most recent book publication is Everyday Strategic Preparedness: The Role of Practical Wisdom in Organizations (2007).
