Abstract
The German government is seeking to enhance the resilience of critical national infrastructures via its new IT Security Law. This paper analyses the content of the law, as well as the limitations and constraints arising from the conflicting interests of affected stakeholders. The paper also offers solutions to help the IT Security Law fulfil its potential despite the constraints.

Author's Biography
Holger Kaschner is Head of Competence Center Business Continuity and Crisis Management for ACG Automation Consulting Group GmbH. He has supported numerous companies and public authorities with the implementation and optimisation of business continuity and crisis management, both as an internal employee and as external consultant. He is a member of Beta Gamma Sigma, the international honour society recognising outstanding academic achievements. He is also Certified Lead Auditor for both ISO/IEC 22301 and 27001 as well as ISO/IEC 27032 Lead Cybersecurity Manager.
