Abstract
Facilitating flight connections (especially inter-sector connections) is a major issue facing airports today. Airline competitiveness is greatly increased by hub operations, and any gateway airport that is growing is likely seeing a greater portion of its traffic moving to inter-sector connections. But facilitating these connections has a profound impact on the operation of a passenger building and many passenger buildings are not well suited to making them easy and intuitive. New inter-sector connection facilities present airports with many challenges, and the solutions are typically expensive. They often require a reassessment of the strategic development plans of the airport along with the application of deep experience and creativity. This paper reviews a range of typical situations and workarounds, specifically in light of the growth in the number of US preclearance facilities around the world, and concludes that, while there really are no quick and easy solutions, the best approach is to plan for inter-sector connections well in advance.

Author's Biography
Rian Burger is an airport architect and planner/programmer who has focused on airport passenger building design and programming since 2005. Rian has worked extensively in the area of passenger building modernisation, renovation and expansion in active operational environments, and is Stantec’s aviation sector leader for Canada East. Rian has designed facilities for the full range of airport stakeholders, including various types of airport authorities and operators, their counterparts in other countries, and airport retail operators. He counts among his clients many of the large Canadian airports and is Stantec’s account manager for a major Canadian airline. Rian’s major projects include the programming and design of the new international passenger building for Santiago Arturo Merino Benitez Airport and the recent LEED Gold expansion of the Edmonton International Airport passenger building. Rian’s modernisation/renovation projects include renewable energy — and a range of capacity enhancement projects at Vancouver International Airport, including the implementation of innovative new processes for aviation security, self-service check-in, automated border clearance and US preclearance facilities. He is currently leading the Stantec team for the US$250m Terminal 3 enhancement programme at Toronto Pearson International Airport.
