Abstract
Finavia's ten-year Helsinki Airport Development Programme is about to be finalised in 2023. The major extension will allow the airport to serve 30 million passengers annually. How has the EUR1bn programme been managed so as to expand the terminal under one roof while functioning continuously? Models such as Integrated Project Delivery (IPD) and Operational Readiness and Airport Transfer (ORAT) were implemented to successfully manage the various projects. This paper shares Finavia's insights of using the chosen models in managing a large extension programme at the Helsinki Airport.

Author's Biography
Timo Järvelä is responsible for leading terminal operations and the development of passenger experience at Helsinki Airport. He has been leading various terminal extension projects at Helsinki Airport. Järvelä has over 15 years of experience of airport and airline businesses. Prior to his current role he was responsible for Finavia's route development and airline account management. He holds a master's degree in economics from Helsinki University and later studied business management at Aalto University.
Martti Nurminen is tasked with the operational lead for the Helsinki Airport Development Programme, which is about to be finalised in 2023. He is also responsible for Finavia's PMO. He is a skilled project manager with over 17 years of experience at Finavia and airport related projects alone, and over 20 years of experience in construction management and project management. He graduated from Saimaa University of Applied Sciences.
