Abstract
The purpose of this paper is to analyse policy priorities for the Incheon aviation industry from a cluster-based perspective. To this end, the present research conducted a survey of aviation professionals and performed an importance-performance analysis (IPA) and analytic hierarchy process (AHP) using the survey results. According to the IPA, investment in infrastructure construction and R&D was found necessary to further advance the aviation industry. The AHP analysis of strategy priorities found that, in order to increase the overall potential of the aviation industry, it would be more beneficial to evenly distribute resources among the three strategies identified through the expert survey, rather than concentrating investment on a particular strategy. Nevertheless, infrastructure construction was analysed as the most urgent among the three strategies. Taken together, the analysis results suggest that it would be strategically desirable for Incheon Metropolitan City to place a priority on expanding and strengthening industrial infrastructure to increase the economic potential of not only the Incheon aviation industry but also Incheon International Airport.

Gwang Min Yoo in public administration from the Graduate School of Governance at the Sungkyunkwan University. He has conducted various research projects on regional industry since 2010 at the Incheon Technopark, established to support small and medium-sized enterprises (SMEs) and planning regional industrial policy in Incheon, South Korea. His research interests are in evidence-based policymaking, science and technology policy, regional innovation and policy analysis. His recent research mainly focuses on regional innovation networks, aerotropolis and big data analysis for public policy.
Sunjoo Kwak is a Professor in the Department of Public Administration at the Hankuk University of Foreign Studies and is serving as Dean of Administrative Support. His research interests include public budgeting and finance, organisational behaviour and change management and industrial policy. His recent publications have appeared in Policy Studies Journal, Public Budgeting & Finance, American Review of Public Administration, Local Government Studies and Science, Technology and Society.
Sung Hoon Jeh is Chair of the Department of Russian Studies, Hankuk University of Foreign Studies and Policy Advisor to the Ministry of Unification, Republic of Korea. He has served as Head of the Russia & Eurasia Team, Korea Institute for International Economic Policy (KIEP) and as an Expert Member of the Presidential Committee on Northern Economic Cooperation, Republic of Korea.
