Abstract
This paper seeks to explore the many ways Heathrow is transforming how passengers and colleagues travel to and from the airport by surface transport modes of access — with the core goal of promoting sustainability and prioritising decarbonisation. Initially, the scale of the surface access challenges being faced to reach zero-emission travel is demonstrated, and the targets in place to tackle them effectively are identified — contextualised by the information gleaned from the first-of-its-kind Heathrow Travel Report. From there, the levers are identified, both physical and emotional, that can transform ambitions into a reality, as well as demonstrating how they can be used to influence commuter and customer behaviour. Clearly, it is also necessary to acknowledge the reality of how the COVID-19 pandemic affects travel through passenger numbers and personal preferences, while highlighting how infrastructure and policy guidelines have been adapted in order to recognise this new reality. Behavioural change is always an individual decision, but using expertise to shift opinion by highlighting affordability, accessibility, health and environmental benefits throughout will showcase the essential future of travelling to Heathrow for passengers and colleagues in a clear and cogent way.

Author's Biography
Tony Caccavone has over 25 years' experience in the transport industry and has undertaken a number of roles for transport infrastructure providers, including Transport for London, Tube lines and the Department for Transport. Tony moved to Heathrow in 2011 as Head of Surface Access Projects. After a variety of roles across the airport, Tony was appointed Surface Access Director in 2018 and is responsible for long-term strategy development and commercial performance, including Heathrow Express and airport parking and delivery of the airport's public transport mode share targets. Tony is a fellow of the Institution of Civil Engineers and a fellow of the Association for Project Management.
Timothy Wells is the Surface Access Travel and Policy Lead at Heathrow Airport Limited (HAL). He has over ten years' experience in surface transport, holds an MSc in Transport Planning and Management and is an Association for Project Management (APM) qualified project manager. Tim joined the airport in 2018 after a range of transport planning and sponsorship roles leading sustainable transport projects at Transport for London. Tim leads the development of the airport's surface access strategy with a focus on transforming journeys to and from Heathrow by making them faster, easier and more reliable while also reducing carbon emissions.
James Tweddle is the Senior Content Strategist at ICF Next UK, where he helps to translate complex concepts and strategies into digestible messaging for a variety of audiences, and also supports clients in maximising cut-through for multiple mediums to drive results. Throughout a decade in the industry, he has produced a wealth of actionable content, leading to tangible outcomes across a range of fields while balancing clarity with detail throughout.
