Abstract
Over the past decade, Chinese universities have been giving increased emphasis to institutional advancement through philanthropic fundraising. Private contributions received by China’s universities have increased rapidly. This study aims to understand the development, current status and challenges in China’s university fundraising by looking at the central actor: institutionally related foundations (IRFs). By presenting analyses and a case study on the organisation function, structure and fundraising practices of China’s leading university IRFs, this paper reveals and summarises some unique characteristics and development patterns of university fundraising and IRFs’ development in China, hoping to provide stakeholders with helpful reference and insights to understand China’s rising higher education fundraising.

Author's Biography
Yang Gao is the Director of Strategic Development and Research at Tsinghua University Education Foundation (TUEF) in Beijing. TUEF is China’s leading non-public foundation mainly responsible for philanthropic fundraising, endowment stewardship and donor relations in support of Tsinghua University’s development. Yang is an expert in innovation ecosystems with a focus on top research universities’ development. He earned his PhD in international political economy in 2016 and MA (distinction) in international relations in 2011, both from Victoria University of Wellington. Between 2009 and 2016, Yang participated a series of joint research and scholar programmes in New Zealand, Australia, the US and China. Before joining TUEF, he worked for China’s major venture capital institutions as senior policy adviser and strategic development analyst.
