Collaboration in procurement and supply chain management: Cooperative strategies for ensuring continuity of supply

Author's Biography

Tammy Rimes served as purchasing agent for the City of San Diego, the ninth largest city in the United States, and as emergency logistics chief during the 2007 Witch Creek Fires that raged for 17 days and destroyed over 2,000 homes. Under her leadership, the city consolidated its warehouse operations, centralised all purchasing and contracting operations, and moved to a more customer-focused approach. Now, as the executive director of the National Cooperative Procurement Partners (NCPP), she is passionate about helping government and supplier clients take their cooperative procurement strategy to the next level. As a keynote speaker, trainer and procurement consultant, Tammy strives to motivate and recognise great procurement teams across the nation and support their efforts in solving tough procurement problems. With a Master’s degree in public administration, she also has a past corporate world experience and years of selling experience of a myriad products and services — including electricity from a utilities company, computer systems for businesses and even horses and wine. She and her family started Hacienda de las Rosas winery, which operated a successful tasting room in Old Town, won the Chamber of Commerce Small Business Marketing Award and was listed in the top 5 wineries in San Diego County. Tammy has the unique perspective of working in three different worlds: corporate, government and entrepreneurial.

Darin Matthews FNIGP, CPPO, CPSM, CPM, NIGP-CPP currently serves as a director for Mercell, a leading provider of digital procurement software, and also as faculty chair for the University of California, Santa Cruz. He has over 30 years’ procurement and supply chain management experience in state and local government, higher education and private industry. Darin speaks throughout the world on a variety of procurement topics, and his writings have been featured in Inside Supply Management, Government Procurement, Inside Supply Management, The Public Manager and the Journal of Public Procurement. He has served on the faculty of numerous universities including University of Illinois, Florida Atlantic University, Portland State University and University of California (Santa Cruz, Berkeley). He holds a Bachelor of Science degree in business/political science, as well as master’s degrees in acquisition management and instructional design/technology. Darin is a certified instructor for NIGP and served as its president in 2007. He has also served as a board member of the Universal Public Procurement Certification Council and the Public Procurement Research Center at Florida Atlantic University. In 2020 he began serving as host of the podcast, The Evolution of Procurement. Darin’s community work includes advisory board roles for Portland Teen Parent Services and the Oregon Association of Minority Entrepreneurs. He has also served as a volunteer for Cascade AIDS Foundation, Meals on Wheels and Smith Renaissance Society.
