Abstract
Safety and security incidents continue to take place within the critical infrastructure industry. Often the organisations involved in the incidents are following safety and security standards but yet the incidents still take place. This paper analyses safety and security incidents for critical infrastructure and non-critical infrastructure organisations and examines why the standards fail to prevent the incident taking place and whether cyber security safety standards should be merged. It also investigates what standards were being followed and what requirements of the standards would have helped with the incident in question.

Author's Biography
Robert Kemp received his MSc degree in information security from the Royal Holloway, University of London in 2017 and is currently working towards a PhD degree in information security from De Montfort University. He works as a security manager for a global organisation. His research is focused on safety and security standards in the critical infrastructure industry.
Richard Smith is a Senior Associate at the Yale New Haven Health System’s Center for Emergency Preparedness and Disaster Response (YNHHS-CEPDR). In his role at YNHHS-CEPDR, Mr Smith has developed and implemented assessments, planning templates, and trainings for the Rhode Island Senior Resiliency Project. Mr Smith has served as the primary Subject Matter Expert for the project, especially in phases 1 and 2. Mr Smith has been involved in preparedness, response and recovery at YNHHS-CEPDR for over 8 years and prior to joining the organization Mr Smith was involved in Hurricane Katrina recovery efforts in southeast Louisiana for roughly 3 years.
