Abstract
The use of drones is rapidly increasing both commercially and for recreational purposes worldwide. In 2018, Oslo airport (ENGM) in Norway had to deal with several unauthorised drones entering controlled airspace within the five-kilometre restriction zone around the airport, resulting in closure of airspace and diversions of aircraft. With about 135,000 aircraft movements and over 28.5 million passengers in 2018, drones represent a challenge for the air traffic control (ATC) at the airport. Avinor Air Navigation Services is the company in charge of handling the air traffic control at Oslo airport. The company has chosen to handle the drone challenge with a proactive approach at the operational level as well as at the strategic level. This paper looks at the increase in drones illegally entering controlled airspace, using the 13th June, 2018, incident at the Oslo airport (ENGM) as a case study. Through this case study, Avinor Air Navigation Services argues that drones have become a disruptive challenge to the aviation industry

Author's Biography
Harald Remi Willassen is Head of Air Traffic Control, Avinor Air Navigation Services, Oslo airport control tower. Harald has a vast ATC background and has previously also worked as Chief of Operations and Head of ATC at Stavanger airport, Sola (ENZV). He took on the role as Head of ATC at Oslo airport (ENGM) in 2013.
Erik Loedding is Vice President, Strategy and Public Affairs, at Avinor Air Navigation Services. Erik has over a decade of international experience from the aviation, fastmoving consumer goods, railway and defence sectors. He holds an MBA in strategic leadership and economics from the University of TromsØ, Norway; postgraduate studies in crisis management from University of South-Eastern Norway; and a Bachelor of Communication degree from the University of Queensland in Australia.
Axel Knutsen is Vice President, unmanned traffic management at Avinor Air Navigation Services. Axel has ten years of experience as Air Traffic Controller (ATC) from various airports (ENEV, ENNA and ENHD) in Norway, as well as a background as an ATC instructor. He has furthermore worked several years in the Avinor Air Navigation Services’ Remote Towers programme.
