Abstract
The paper critically discusses recent developments in the European Union on (military) cyber defence capability development in the context of the Common Security and Defence Policy (CSDP) of the European Union. It provides an overview of the current strategic framework for cyber defence capability development and describes the cyber defence capability development activities from 2011 to the present. It goes on to describe and explain the strategic policy changes in European defence that have taken place in 2016 with the EU Global Strategy for the European Union’s Foreign and Security Policy, the NATO–EU Joint Declaration and the European Defence Action Plan. Finally, it assesses the implications of these initiatives for cyber defence capability development in light of the changed global strategic environment and provides recommendations on how the cyber defence community can leverage these initiatives to accelerate the availability of sufficient and effective cyber defence capabilities and capacities for CSDP.

Author's Biography
Wolfgang Röhrig is the Programme Manager Cyber Defence of the European Defence Agency (EDA). He entered the German Navy in 1985. After completing his studies at the University of the Federal Armed Forces in Hamburg with the degree of MBA in 1990, he served until 2006 in several positions aboard ships and in staffs of the German Navy and the German Joint Services, including several operational deployments (Operation ‘Sharp Guard’, Operation ‘Active Endeavour’, Operation ‘Enduring Freedom’). Since the mid-1990s he has specialised within command and control (CJ3) on communications and information systems support (CJ6). From 2006 to 2010 he worked for the Communications and Information Systems (CIS) Directorate of Supreme Headquarters Allied Powers Europe (SHAPE), being responsible for the entire spectrum of maritime CIS requirements. From 2010 to 2012 he served as Senior Staff Officer for cooperation on Information Assurance and Cyber Defence at the German Armed Forces IT Office. He holds the rank of Commander. In March 2012 he was appointed to EDA and became Programme Manager Cyber Defence in 2014. In his current position he is responsible for the identification of cyber defence capability gaps in EU-led military operations, and the development and implementation of solutions for closing these gaps through cooperative projects.
