Abstract
In order to write a paper about how the government exercise control of buildings with a view to making them more energy efficient it is first necessary to explore the legal structure of that control. For the purposes of this paper the current author will consider that structure as it applies in England. The legislation in Wales, Scotland and Northern Ireland has subtle differences that the reader will need to make themselves aware of should they be undertaking work within those jurisdictions.

Stephen Barnshaw is Technical Director for jhai limited. He is a Chartered Surveyor with over 20 years of industry experience. He has delivered Building Control Services in a range of both public and private sector management positions and has provided lead surveyor services on a wide range of buildings and framework agreements with blue chip clients.
