Abstract
This paper discusses regional development for zero emission transport in the Oslo region, and shows why this region today has the highest density of electric vehicles in the world, and why the number of electric cars is growing exponentially. It further explains why the region is particularly well suited for the early introduction of fuel cell electric vehicles. A joint strategy for hydrogen-based transport is presented, with the aim of getting 10,000 fuel cell cars on the road by 2025. Cooperation with Oslo Airport (OSL) with its 2020 goal for fossil-free transport is considered as important for the realisation of the strategy. A concept study recommends early hydrogen introduction at the airport, both airside and landside. OSL acquired a fuel cell car in 2014 and, in partnership with Akershus County Council, will this summer help set up a hydrogen refuelling station close to the airport.

Author's Biography
Stig Hvoslef has coordinated the climate and environmental unit at the County Council administration since 2005. The unit is mainly working with regional politics connected to climate and energy issues, with a special focus on zero emission transport, water and wildlife/fish management and resource use. Stig is a graduate biologist and has experience from research institutions, the communication sector and from national and international environmental NGOs, including work as chairman of WWF International’s Global Arctic Programme and as the CEO of WWF Norway.
Lars Birger Salvesen is a Norwegian politician and the Deputy County Mayor of Akershus, the region surrounding the capital city of Oslo. Salvesen’s main field of expertise is transport politics. He was formerly elected president of the Norwegian Youth Council (LNU) and general secretary of the Young Christian Democrats. Lars has also worked as a political adviser in the Parliament for the Christian Democratic Party and as advisor for the Norwegian Association of Local and Regional Authorities (KS).
