Abstract
This paper examines sustainability issues for commercial buildings and, specifically, the question of who pays and who benefits from investment in energy efficiency measures. Problems can arise in promoting sustainability measures when there is a misalignment between landlord and tenant interests, and while there is no one-size-fits-all solution, the challenges are manageable. This paper considers strategies available to overcome these challenges and examples of successful programmes including a collaborative landlord-tenant approach which could yield substantial benefits.
