Abstract
The development of airports in the past has been strongly influenced by the inter-government bilateral air transport agreements. However, increasingly liberal agreements between governments, and in the case of the European Union, the almost complete abolition of restrictions on flights, fares and service frequencies means that airports are provided with both new opportunities, and also challenges, in their positioning. Airports can respond to these challenges in a number of ways, depending on the type of traffic they have. It is important that airport management is aware of the changes facing them, and use this awareness to respond effectively to the demands of airlines and passengers.
