A holistic approach to cyber security in local government : A practice-based perspective
Abstract
The UK local government landscape is grappling with evolving cyber threats and the complexities of ensuring effective cyber security. This paper analyses the need to move away from policy-driven compliance towards principles-led information assurance. It presents a framework to support local authorities contextualise and implement a holistic approach to information governance, assurance and resilience. The research project uses a practice-based method, working with a wide range of local authorities across the UK and especially in Wales. The work also recognises the need for knowledge sharing. Author's Biography
Mark Brett PhD MRes ChCSP CMngr CITP FBCS FCMI FCIISec, holds a portfolio of part-time and pro-bono roles, which includes Director of Policy, Programme and Research for the UK Cyber Technical Advisory Group for Local Public Services and Socitm. Mark also runs several cyber security community of practice Warning, Advice and Reporting Points groups. Mark has a number of published papers covering open-source intelligence, information governance, resilience and artificial intelligence. Previously, Mark has worked part-time in the Cabinet Office, Ministry of Justice, Ministry of Housing, Communities and Local Government and Cyber Advisor to the Welsh Government Local Authority Cyber Programme. Mark is a Fellow and honorary Life member of and Associate Director of Socitm. Mark is a visiting Fellow in Cyber Security at London Metropolitan University, where he recently completed his PhD in Cyber Security Policy & Governance. Mark has been appointed by DeMontfort University as a visiting Associate Professor of practice, in cyber security and resilience.
